What is going on with this crotch?

Far be it from me to judge a matching 90s flare set. Lord knows I had one or two of these in the 90s myself.

However, when a PR shot of the outfit highlights a 'weird crotch' situation, then you know....I'm going to judge it.

I can't figure out if the doll wearing this has a penis or if the light caught it the wrong way or if.....so many questions....so little time.
